Jendela Phase 1 Targets Remain On Track for End-2022 Completion

Jendela Phase 1 targets are proceeding as scheduled for completion by the end of 2022, with significant progress reported in expanding fibre broadband access and mobile site upgrades. Between January and March 2021, a total of 292,826 new premises gained access to gigabit fibre broadband, surpassing the target by 132.2 per cent. Mobile network development also saw positive results, with 29 new mobile sites launched (116 per cent of target) and 3,278 existing sites upgraded (101.7 per cent of target).
Fibre Broadband Expansion Exceeds Targets

The deployment of fibre broadband infrastructure is progressing robustly, with 292,826 new premises gaining access to gigabit fibre services in the first quarter of 2021, achieving 132.2 per cent of the set objective. This rate of fibre coverage is currently advancing at approximately 300,000 premises per quarter. As of March 31, 2021, Malaysia had a total of 5.707 million premises connected to fibre, and this expansion is on track to meet the goal of 7.5 million fibre-connected premises by the end of 2022.
Mobile Network Development Shows Strong Performance

The expansion and upgrading of mobile network infrastructure have also largely met or exceeded targets. In the first quarter of 2021, 29 new mobile sites were established, representing 116 per cent of the planned figure, and 3,278 existing sites were upgraded, achieving 101.7 per cent of the target. These efforts contribute to Malaysia's overall 4G population coverage, which stood at 93.51 per cent as of March 31, 2021, with projections to reach 96.9 per cent by the end of 2022.
3G Network Shutdown and Spectrum Reallocation Underway

In alignment with the Jendela initiative, Malaysia is actively phasing out its 3G networks to repurpose spectrum for 4G services, with a target shutdown by the end of the current year. To date, 629,018 customers have transitioned to 4G devices, exceeding the original target by 130 per cent, and 20,492 3G base stations have been decommissioned. This migration is being conducted gradually across different areas to ensure a smooth transition for users.
Average Download Speeds Show Modest Improvement

While fibre and 4G coverage targets are being met, the improvement in average mobile download speeds has been less significant. The current average speed stands at 25.44 Mbps, marking an improvement of only 1.76 per cent in the first quarter of 2021. This figure represents a slight decrease from the 25.6 Mbps recorded in December 2020. Jendela aims to increase average mobile speeds to 35 Mbps, and further efforts are required to achieve this objective.
