Eligibility criteria focused on roles in managing the public health crisis at the frontlines, supporting frontline operations such as vaccination and testing efforts, or mitigating the broader consequences of Covid-19 on the economy, supply chains, and social cohesion. Nominations were put forward by employers, and the list of awardees was published in the Government Gazette on May 31 of the previous year.
Disqualification and Inclusivity

Certain individuals were disqualified from receiving the medal, including those with criminal records and public service officers with disciplinary records falling within debarment periods. Despite these exclusions, the award aimed for inclusivity with no set quotas. Notably, outsourced workers, such as cleaners, porters, and patient care assistants, were included in the nomination process, with approximately 2,000 from this group receiving the medal.
Appeal Channel Established

The possibility of an appeal channel for those who missed the nomination was specifically raised by Associate Professor Jamus Lim. In response, Minister Ong Ye Kung stated that individuals who feel they are deserving but were overlooked can write to the MOH.
