Russian Market Disappearance Due to Sanctions

In 2019, prior to the COVID-19 pandemic, Russian tourists constituted 20% of Cyprus's visitor base, making them the second-largest market after Britain. This trend continued into 2021, when Russian tourists represented over 25% of all arrivals. However, the implementation of EU sanctions following Russia's invasion of Ukraine led to flight bans and banking restrictions, effectively eliminating the Russian market "from one day to the next." Between January and June of the current year, only 17,000 Russian tourists visited Cyprus, a stark contrast to previous years.
Efforts to Attract Alternative Markets

Cyprus is actively pursuing strategies to draw visitors from other nations, with particular focus on markets such as Germany, Poland, Italy, and France. The tourism ministry acknowledges that the absence of Russian tourists could result in approximately US$600 million in lost earnings. In the first half of the current year, British tourists accounted for nearly two-fifths of all visitors, followed by Israelis at 7%, and then tourists from Poland, Germany, and Greece.
Difficulty in Filling the Gap

Despite these concerted efforts to bolster tourism from other countries, industry experts and hotel managers express that it is "very difficult to fill the big gap" left by the Russian market. This difficulty stems from the sheer volume of Russian visitors and their previous contribution to the economy. Furthermore, a complicating factor is the potential for Russians to visit later in the year, meaning the full impact of their absence may not yet be realized. The rising global fuel costs, exacerbated by the conflict in Ukraine, have also led to increased operational expenses for hotels, adding further strain to the sector.
