Project Completion Status and Extensions

The project, which involved relocating KTMB's operations from Singapore's Tanjong Pagar to the Kempas Baru depot in Johor Baru, was awarded to Hisniaga through a limited tender in December 2011. While the original completion date was July 2013, the contractor states that two extensions of time, totalling 138 days, were granted. As of the PAC chairman's statement, Hisniaga claimed 99.3 per cent of the project was finished, with only the final track laying for the locomotive shed outstanding.
Financial Performance and Insolvency Claims

Hisniaga's managing director, Datuk Habib Ismail, strongly denied assertions that the company is "technically insolvent." He provided financial figures showing a turnover of RM66.47 million and a profit of RM2.28 million for 2014, and RM54.4 million turnover with RM2.6 million profit in 2013, indicating the company's profitability.
Outstanding Approvals and Liquidated Damages

Despite the contractor's assertion of physical completion, the project was awaiting the Certificate of Completion and Compliance and the Certificate of Fitness from the local council. KTMB is reportedly imposing Liquidated and Ascertained Damages amounting to RM2.5 million on Hisniaga. The contractor had requested a third extension, seeking completion by March 6, 2015, and insisted the project was complete at the time of the PAC chairman's remarks.
