The witness frequently observed Jho Low and Datuk Seri Najib Razak in close proximity at various 1MDB-related functions and events. Loo also provided an example where Jho Low kept blank letterhead from the Prime Minister's Office (PMO) to prepare official documents, such as the appointment letter for 1MDB official Mohd Hazem Abd Rahman, which he claimed he would have Najib sign. This letter was subsequently signed and sent to 1MDB, leading to Hazem's appointment.
