UEC Recognition Remains Unfulfilled by Federal Government

The recognition of the UEC has been a long-standing issue for the Chinese community, with the PH government's election promise to address it ultimately not materialising. Despite being a key manifesto pledge, the UEC has not been recognised by the federal government under PH, nor under its successor Perikatan Nasional (PN) following the PH government's collapse in February 2020. Special Review Committee Seen as a Delaying Tactic

The establishment of a special review committee by the PH government to examine the UEC issue was viewed by some as a delaying tactic rather than a genuine effort to implement recognition. Chai Voon Tok, a lawyer and Chinese educationist, testified that this committee was not an attempt to truly address the matter. He suggested that the recognition of the UEC should not have required an extended period of five years, implying that the committee's formation prolonged the decision-making process.
Sarawak Government Recognises UEC for State Civil Service Employment

While the federal government has not recognised the UEC, the Sarawak state government has taken steps to acknowledge it. Graduates holding the UEC are permitted to apply for employment within the Sarawak state civil service. However, the Sarawak government has not officially declared the UEC as equivalent to the Sijil Pelajaran Malaysia (SPM) or Sijil Tinggi Persekolahan Malaysia (STPM). This means that while UEC holders can be employed by the state, the specific academic equivalence for salary scales or benefits compared to SPM or STPM holders has not been formally established by the state.
