Instead, state officials attribute the disruption to the natural sinking of the earth surface at the river embankment, which led to pressure build-up and subsequently cut off the water supply. This incident impacted 79,360 water user accounts across the Manjung and Perak Tengah districts on March 31.
Soil Movement Identified as Primary Cause

Datuk Seri Mohammad Nizar Jamaluddin, the State Infrastructure, Energy, Water and Public Transport Committee chairman, stated that the primary cause was the sinking of the earth surface near the LRA intake. This soil movement exerted pressure on the water pipes, which were concealed behind the embankments, leading to the disruption. He indicated that if sand mining had been a factor, it would have been detected much earlier in any investigation.
Activist's Claim of Sand Mining Disputed

The assertion that sand mining was responsible for the raw water pipeline burst at the Teluk Kepayang LRA was initially made by an environmental activist via Twitter on April 1. However, the state government has directly challenged this narrative, with Mohammad Nizar emphasizing that the detected issue was related to geological shifts rather than illicit mining operations.
Repairs and Rehabilitation Underway

Following the incident, repairs and rehabilitation of the affected structures have been completed. Mohammad Nizar assured the public that measures have been taken to prevent a recurrence of such water supply disruptions, particularly in anticipation of the Hari Raya Aidilfitri celebrations. The focus has been on restoring the integrity of the areas that experienced the water supply cut-off.
