Datuk Wan Hasnan Wan Musa, who served as the superintending officer and contract administrator for KCJ's project, affirmed under cross-examination that there was no interference from the PMO or any other party concerning the payments made to KCJ Engineering. He confirmed that the disbursements, which totalled over RM24.3 million from March 2022 to February 2023, were solely determined by the project's progress. This included interim payments for completed stages and a RM10 million advance payment.
Payments Based on Project Progress

The government's payment system for projects under JKR supervision, including the RM62 million Jana Wibawa contract awarded to KCJ Engineering on July 30, 2021, is based on the verifiable progress of the work. Wan Hasnan clarified that contractors can apply for an advance payment, capped at 25 per cent or a maximum of RM10 million, provided the department has the necessary allocation. This advance payment, alongside subsequent interim payments, was disbursed to KCJ based on the milestone achievements and work completed on the road project from Felda Bukit Jalor to Gemas.
Extension of Time Granted Without Interference

Furthermore, Wan Hasnan confirmed that the granting of an extension of time for KCJ's project was also free from any external interference. The project, initially slated for a 34-month completion period, was extended until the end of the current month. Wan Hasnan cited additions to the scope of work as valid reasons for this extension, emphasizing that the contractor received "normal treatment" and faced no special terms or conditions. He also confirmed that the project is not considered "sick" and that the contract had not been terminated due to any issues such as corruption or illegal activities.
