The investigating officer's knowledge of Zarul Ahmad's connections was limited to his association with CZBUCG. When specifically asked if Zarul Ahmad had any influence or interest in VST Cemerlang that facilitated its tender submission, Zulhilmi responded, "I do not know."

Despite defence counsel Haijan Omar's suggestions that the matter of VST Cemerlang's participation had been overlooked or not thoroughly investigated, Senior Superintendent Zulhilmi Ramli disagreed. He maintained that his investigation was conducted based on the initial complaint lodged. Zulhilmi asserted that he disagreed with the proposition that this aspect of VST Cemerlang's involvement had been overlooked during the inquiry.
