Deputy Minister in the Prime Minister’s Department Datuk Razali Ibrahim indicated that the development of marginal oil fields requires a distinct skillset and operational approach compared to larger oil fields. He characterized this area as "uncharted territory" for which no local companies or human capital currently possess the necessary expertise. Razali further stated that these fields demand significant investment and a different mindset, asserting that no other Malaysian company holds expertise comparable to the newly formed Vestigo.
Opposition Argues Against External Reliance

Conversely, PAS Kuala Krai MP Dr Mohd Hatta Ramli disputed the notion that Malaysia lacks the requisite expertise. He argued that drilling in marginal oil fields is not a new undertaking and that professionals experienced in large oil fields would inevitably have encountered marginal fields. Dr Mohd Hatta Ramli suggested that there is no inherent need to assume expertise can only be sourced externally, as marginal fields have been identified within both new and established oil field locations.

Pokok Sena MP Datuk Mahfuz Omar expressed dissatisfaction with the appointment of a foreign national as the chief executive officer of Vestigo, viewing it as an insult to Malaysian industry veterans. He suggested that Petronas Carigali should instead collaborate with states possessing marginal fields, such as Sabah, Sarawak, Kelantan, and Terengganu, to foster state revenue and develop local expertise. Mahfuz cautioned that creating Vestigo as a standalone subsidiary could hinder the growth of the local industry by potentially competing with existing Malaysian companies planning to engage in marginal field development.
