Transport Minister Anthony Loke said Malaysia can initiate its own designs in the low altitude economy (LAE) rather than simply following global players by taking an active, holistic role in the sector and its wider ecosystem. He linked this to Malaysia’s existing strengths in engineering, a growing digital economy, and its strategic location within Asean, while stressing that a clear regulatory framework is the foundation for the sector to take off. Loke also said the ministry has tasked the Civil Aviation Authority of Malaysia (CAAM) to develop a comprehensive regulatory LAE framework to support safe airspace integration, operational oversight, industry development, and future mobility solutions.

Loke emphasised that “without guidelines, the sector will not take off” because LAE requires safety oversight for both passengers and cargo. In his view, a clear regulatory framework is the foundation that enables the sector to move forward in a structured way. This framework is meant to cover how low altitude operations fit into aviation safety and oversight needs.

The ministry tasked CAAM to develop a comprehensive regulatory LAE framework, which Loke described as a base for multiple LAE priorities. These include safe airspace integration and operational oversight, along with industry development. He also tied the framework to future mobility solutions, indicating the regulatory work is intended to support more than immediate drone and UAV activities.
Malaysia’s existing capabilities can support “own designs”
Loke said Malaysia should “initiate its own designs, and not just be a follower,” while also being actively involved in LAE and its ecosystem holistically. He pointed to Malaysia’s strong engineering capabilities, a growing digital economy, and its strategic location within Asean as supporting factors for this involvement. He also noted that Malaysia has historically relied on standards set by the United States or Europe for maintenance, repair and overhaul (MRO) and manufacturing, but that LAE standards and frameworks are being developed globally.

Loke described LAE as encompassing drones, unmanned aerial vehicles (UAVs), air taxis, and electric vertical take-off and landing (eVTOL) aircraft. He said Malaysia can leverage opportunities across areas such as MRO, logistics, tourism, agriculture, and advanced technology. In that context, initiating its own designs is framed as building Malaysia-specific standards and frameworks for LAE’s operating environment rather than relying only on external ones.
