Tengku Zafrul Lacks Knowledge of How Muhyiddin Obtained Contractor Names

Former Finance Minister Datuk Seri Tengku Zafrul Tengku Abdul Aziz stated in court that he is unaware of the source from which former prime minister Tan Sri Muhyiddin Yassin obtained the names of 54 companies listed in a letter. Tengku Zafrul testified as the 11th prosecution witness in Muhyiddin's trial concerning the Jana Wibawa project. He explicitly stated that neither he nor the Finance Ministry provided these names, and he does not know how they came to be included in Muhyiddin's correspondence.
Companies Proposed Directly by the Prime Minister's Office

All government projects under the Jana Wibawa programme, initiated during Muhyiddin's tenure as Prime Minister, were awarded to contractors proposed directly by the Prime Minister's Office (PMO). Tengku Zafrul, who served as Finance Minister from March 2020 to August 2021, explained that his ministry's function was primarily to screen and appoint these firms if they met the stipulated conditions. The Jana Wibawa programme itself was proposed by the Finance Ministry as an economic stimulus to aid Bumiputera contractors and the construction sector during the Covid-19 crisis, following an instruction from Muhyiddin in 2020.

On November 13, 2020, the same day a Cabinet meeting chaired by Muhyiddin discussed Jana Wibawa as a policy, the former prime minister issued a letter to Tengku Zafrul. This letter proposed the appointment of 54 contractors for 54 projects under Jana Wibawa, to be awarded through direct negotiation. Muhyiddin's letter, personally signed, included a list of proposed projects and their values for these contractors and instructed the Finance Ministry to expedite consideration of his proposals.
Lack of Direct Communication or Applications

Tengku Zafrul affirmed that these 54 companies had never met him nor submitted application letters for the projects listed in Muhyiddin's letter. He also stated he was unaware if these companies had any particular interest in Muhyiddin, or if Muhyiddin and Parti Pribumi Bersatu Malaysia (Bersatu) had received donations from them. He further confirmed that he himself had not received any donations or financial rewards from these companies and did not know if they had contributed to any political parties.
Case of KCJ Engineering Sdn Bhd

Among the 54 companies, KCJ Engineering Sdn Bhd was proposed for a RM100 million project to construct a road in Negeri Sembilan. Although KCJ Engineering initially failed the Finance Ministry's evaluation, it later passed a second assessment after the PMO provided additional information. The company was eventually awarded the 34-month project for RM62 million through direct negotiation. Previous testimonies in the trial indicated that KCJ Engineering had provided funds to Bersatu via cheques.
