Lian sought assistance from Adam Radlan Adam Muhammad, known to be close to Muhyiddin, to obtain the former Prime Minister's written endorsement for Nepturis' project application. This initiative was reportedly facilitated by Datuk Azman Yusoff, president of the Bumiputera contractors' association and a CIDB director, who informed Lian about the Jana Wibawa programme and the necessity of the Prime Minister's backing for such projects. Application Process and Alleged Prime Ministerial Support

Lian met with Adam Radlan, who then requested an application letter to be submitted for Muhyiddin's written support. Nepturis director Aliza Abd Malek prepared five such letters, including one for Nepturis and four for other companies whose names were "borrowed." Lian reportedly handed these letters to Adam Radlan to pass on to Muhyiddin. Lian claimed that Adam Radlan later conveyed that Muhyiddin had provided his written support for Lian's application letter.
RM1 Million Payment to Bersatu and Consultancy Appointment

Following the project award, Nepturis issued a RM1 million cheque to Bersatu on February 16, 2022, which was deposited into the party's account on February 21, 2022. Lian stated that this payment was made at the request of Datuk Azman Yusoff, and he considered it a "reward" for securing the project. Nepturis had applied for the project on February 1, 2021, and was awarded it on January 12, 2022. Additionally, Azman had suggested appointing his company, KCJ Engineering Sdn Bhd, as a business development consultant for the project due to its complexity and safety aspects, and Azman's experience with government tenders. Nepturis appointed KCJ for a six-month period from March 1, 2021, with a RM1 million consultant fee paid in stages.
