Kesuma’s FWCMS replaces case-by-case foreign worker quota approvals with an online, scheduled process for employers
Kesuma has abolished the previous case-by-case method for foreign worker quota applications and requires all requests to be submitted through the Foreign Workers Centralised Management System (FWCMS). Employers now apply online, upload documents, and receive scheduled appointment dates and times through the system, rather than securing ad hoc appointments with the Home Ministry (KDN). Kesuma’s minister Datuk Seri R. Ramanan said the change is meant to remove physical queues and congestion and reduce direct ministry involvement in expediting quotas.
Employers no longer queue for case-by-case KDN appointments
Under the earlier process, employers had to secure an appointment with the Home Ministry (KDN) on a case-by-case basis, sometimes after travelling long distances. Ramanan said there was no guarantee of getting a slot on the day, with examples including having to queue and being told to return when queue numbers had run out. Under the new FWCMS approach, employers submit online and follow the scheduled process for assessment and approval.
Applications move to a centralised online workflow with scheduled appointments
The new workflow requires employers to submit quota applications through the FWCMS, after which relevant regulatory agencies conduct engagement sessions before forwarding recommendations to the One Stop Centre (OSC) under Kesuma for consideration. Ramanan said employers can receive a scheduled appointment date and time through the FWCMS and proceed with the approval process once assessments are completed. He also stated there would be no need for employers to come and contact Kesuma officials to request expedited processing or granted quotas.
Kesuma says the system is transparent and controlled by the ministry
Ramanan dismissed claims that the system lacks transparency, saying Kesuma owns both the FWCMS source code and its super administrator access. This is presented as part of the assurance that processing is “very transparent” and “very clear,” with the expectation that actions are handled through the system rather than through counter services. He also said the process remains the same in substance, with the key change being the removal of case-by-case processing.
The first batch includes 22,476 applications previously submitted manually
Kesuma said it will begin by processing 22,476 quota applications involving 548 companies that had previously been submitted manually. Employers must first advertise vacancies to Malaysians via MYFutureJobs and obtain approval under Section 60K of the Employment Act 1955 before applying for foreign workers. While Kesuma oversees quota applications, the Home Ministry (KDN) retains final authority to issue employment passes and work permits on security grounds.
