The Human Resources Ministry (Kesuma) has transitioned the foreign worker quota application process to a fully online, centralised system, the Foreign Workers Centralised Management System (FWCMS), to eliminate physical queues and congestion. This overhaul follows the Cabinet's decision to place the One Stop Centre (OSC) for foreign worker management under Kesuma, thereby streamlining the entire approval procedure.
Centralised Online Processing Through FWCMS

All foreign worker quota applications must now be submitted and processed exclusively through the FWCMS. This digital platform replaces the previous manual, case-by-case approach, ensuring a uniform and transparent procedure for all employers. The ministry is beginning this transition by processing 22,476 quota applications from 548 companies that were originally submitted manually.
Elimination of Physical Queues and Manual Submissions

The primary objective of implementing the FWCMS is to abolish physical queues and reduce congestion at service counters. Employers will now submit their applications, upload necessary documents, and receive structured appointment dates directly through the online system. This digital workflow is designed to remove the need for employers to travel long distances for appointments, as was common under the previous system, where securing a slot was uncertain and often resulted in wasted trips.

Under the new framework, after an employer submits an application via FWCMS, relevant regulatory agencies will conduct engagement sessions. Following these sessions, the agencies will forward their recommendations to the OSC for final consideration. This structured engagement ensures that all necessary assessments are conducted before a decision is made, while the online system manages the scheduling and communication, thereby preventing the bottlenecks associated with manual processing.
Transparency and System Ownership

Kesuma has asserted full ownership of the FWCMS, including its source code and super administrator access, to ensure transparency and control over the process. Minister Datuk Seri R. Ramanan emphasized that neither he nor other senior ministry officials are involved in individual application approvals, reinforcing that all processes are managed strictly through the system. This move aims to create a clear and accountable mechanism for foreign worker quota applications, free from the personal interventions that could lead to delays or perceived unfairness in the past.
