A company director was sentenced to 10 months' jail after admitting to paying S$72,000 in bribes to a former senior project manager at Wildlife Reserves Singapore (WRS). Two Tranches of Payments Made

The bribes were disbursed in two separate instances. The first payment of S$50,000 was made around June 28, 2017. This was followed by a second payment of S$22,000 around October 5, 2017. These payments were framed as fees for licensed electrical work and consultancy services.
Projects Secured Following Bribe Payments

Following the initial S$50,000 payment, UCC was awarded three projects from WRS between July and September 2017. These projects included door replacement and glass shelf installation at the Singapore Zoo, as well as fabrication and installation of bird sculptures at Jurong Bird Park. After the second payment of S$22,000, UCC secured an additional three construction and repair projects at the Singapore Zoo and Jurong Bird Park between November and December 2017.
Influence Leveraged for Business Advantage

Goh Meng Kwee, as a senior project manager and subject matter expert at WRS, held significant influence in recommending vendors and contractors for projects. Ng Thiam Huat sought to leverage this influence after his company, UCC, had been unsuccessful in securing contracts with WRS. Goh advised Ng on adjusting quotation prices to outbid competitors and be viewed favourably by WRS' tender evaluation committee.
