Enhancing Policies and Legislation

KDN will focus on improving existing policies, legislation, and standard operating procedures (SOP) that govern security and public order. This initiative is part of a broader strategy to ensure that the Acts enforced by the ministry remain relevant to current situations and uphold the principle of the Rule of Law. The ministry intends to achieve this through intensified enforcement and operations, as well as through evaluation and review processes to refine its delivery system.
Strengthening Rehabilitation and Reducing Recidivism

A significant commitment has been made to implement rehabilitation and correctional programmes aimed at reducing the number of repeat drug offenders and lowering the overall recidivism rate. The National Anti-Drug Agency will spearhead efforts to empower treatment and rehabilitation programmes, targeting an increase in the percentage of drug dependants who remain cured for a two-year period to 65 per cent. Furthermore, the Corporate Smart Internship programme is being promoted to encourage the private sector to hire individuals who are on parole, aiding their reintegration into society and challenging societal stigma.
Addressing Illegal Immigration and Border Security

The ministry plans to implement a Holistic Plan on Enforcement Against Illegal Immigrants, which encompasses several strategic components. These include enforcement operations, the development of new legislation and policies, enhanced entry point and border control, improved management of foreign workers, and increased publicity and media reporting on these issues. In parallel, the Malaysian Immigration System (MyIMMs) is set to be replaced by the new National Integrated Immigration System (NIISe), which will leverage Artificial Intelligence for more efficient management and control of foreign worker influx.
