Ahmad Samsuri is Not on the Special Circular List

Inspector-General of Police Tan Sri Razarudin Husain has clarified that Terengganu Menteri Besar Datuk Seri Dr Ahmad Samsuri Mokhtar is not on the Special Circular List (SPK). Razarudin stated that Ahmad Samsuri is not listed because he is neither a criminal nor a suspect.
Clarification on Special Circular List Status

The Inspector-General of Police explicitly denied any suggestion that Ahmad Samsuri was flagged as a high-risk individual. Razarudin explained that the SPK typically includes individuals who are suspects in criminal, narcotics, or 3R (race, religion, royalty) cases and have absconded from the country, requiring their detention upon return.
Misunderstanding of Travel Control Officers

Razarudin also addressed the term “TCO” or “travel control officers” that Ahmad Samsuri had used, noting its inaccuracy. These individuals are actually Special Branch police officers stationed at national entry and exit points, such as airports and border crossings like Bukit Kayu Hitam, and perform specific duties.

Ahmad Samsuri had previously voiced his frustration regarding repeated questioning and detentions at border checkpoints, even when travelling domestically to Sabah and Sarawak.
