Imposition of Section 301 Tariffs

The USTR is implementing Section 301 tariffs on 60 economies that have not established or effectively enforced a ban on goods manufactured with forced labour. Ambassador Jamieson Greer stated that these actions follow extensive investigations, including public hearings and engagement with trading partners, to rectify long-standing concerns regarding forced labour practices.
Differential Tariff Rates

Economies that have implemented a prohibition on forced labour imports, committed to such a prohibition through an Agreement on Reciprocal Trade (ART), or established a partial regime to prevent the import of certain forced labour goods, will face a 10 per cent Section 301 duty rate. For all other economies that have not met these criteria, the USTR has determined a 12.5 per cent Section 301 duty rate to be appropriate.
Consideration of Tariff Rate Quotas

In addition to the tariffs, the USTR is also exploring the establishment of tariff rate quotas for Bangladesh, Cambodia, Indonesia, and Malaysia. This initiative is intended to be based on the volume of US inputs imported by these economies, with the goal of encouraging the import of US cotton and textile goods and reducing reliance on other sources that may contain forced labour inputs.
