Foreign worker quota requests are no longer handled through a case-by-case process. Instead, employers must submit and process all quota applications through the Foreign Workers Centralised Management System (FWCMS), which Kesuma uses as a centralised online platform after the One Stop Centre (OSC) for foreign worker management was placed under Kesuma. Human Resources Minister Datuk Seri R. Ramanan said the change removes the need for employers to queue or contact his office for expedited quotas, because “everything is done through the system”.
Case-by-case appointments with KDN are replaced by scheduled FWCMS appointments
Previously, employers seeking foreign workers had to secure an appointment with the Home Ministry (KDN) on a case-by-case basis, and there was no guarantee the appointment slot would be attended the same day even after travelling to queue. Under the new approach, employers submit applications online and receive a scheduled appointment date and time through the FWCMS before the approval process continues.
Regulatory agencies assess after online submission, then forward to OSC
After an employer submits the quota request through the FWCMS, relevant regulatory agencies conduct engagement sessions and then forward recommendations to the OSC for consideration. The process is described as remaining “exactly the same” in terms of steps, with the key change being that the case-by-case processing is removed and replaced by system-based submission.

The move to the FWCMS is designed to reduce physical queues and counter services by enabling online submission of applications and document uploads, along with structured appointment scheduling. Ramanan said the system is “very transparent and very clear” and that Kesuma owns the FWCMS source code and has super administrator access.
Initial rollout covers 22,476 applications from 548 companies already submitted manually
Kesuma will begin by processing 22,476 quota applications involving 548 companies that were previously submitted manually. The ministry also maintains that employers must first advertise vacancies to Malaysians via MYFutureJobs and obtain approval under Section 60K of the Employment Act 1955 before applying for foreign workers, while KDN retains final authority to issue employment passes and work permits on security grounds.
