Johor wants Putrajaya to fast-track the Bukit Payong WTE plant and provide additional funds for waste management

The Johor government is asking the federal government to speed up the construction of the waste-to-energy (WTE) plant at the Bukit Payong Sanitary Solid Waste Landfill near Batu Pahat. Johor Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the project has been delayed by two years from its original schedule, and completion is expected to help address odour pollution near the Batu Empat landfill in Kota Tinggi while easing the waste load there. He said the federal government should fast-track the WTE so that part of the waste currently sent to Batu Empat can be diverted to Bukit Payong.

Datuk Mohd Jafni said the federal government needs to fast-track the WTE project at Bukit Payong. The Bukit Payong plant has already been pushed back by two years from its initial schedule, and Johor is looking to the federal level to accelerate delivery.
Diverting waste away from Batu Empat landfill
He linked the urgency to the Batu Empat landfill’s current operations and the pressure on its capacity. Johor said the Batu Empat landfill receives waste from four local government authorities covering the Kulai, Pontian, Kluang and Kota Tinggi districts, and the WTE plant would allow part of that waste stream to be diverted.
Additional federal funding for modern waste management
Johor also raised a funding request for Batu Empat’s waste management system while the WTE plan is being accelerated. Datuk Mohd Jafni said the site is still operating using outdated methods and expressed hope that the federal government would allocate additional funds to implement a more systematic and modern waste management system there.
What is driving the request from residents
The call for action follows local complaints tied to odour and flies at Batu Empat. More than 50 residents of Kampung Desa Makmur held a peaceful rally last Tuesday to demand the landfill be closed, with the landfill described as covering about 4.2 hectares and located about 300 metres from the village; pollution was alleged to affect more than 10 surrounding villages, involving about 5,000 residents.
