Widespread and Lengthy Refund Delays

A survey conducted by the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) revealed the extent of these delays. Specifically, 22.9 per cent of surveyed businesses reported waiting more than 24 months for their tax refunds. Adding to this, another 20.6 per cent indicated delays ranging from 13 to 24 months, and a further 22.3 per cent experienced waits of between seven and twelve months.
Businesses Desire Significantly Shorter Refund Periods

The impact of these extended waits is underscored by the expectations of the business community. Over 76 per cent of businesses surveyed by ACCCIM expressed a strong preference for tax refunds to be processed within a maximum of three months. This indicates a significant gap between current practices and the desired operational efficiency for managing company finances.
Calls for Modernisation of Tax Refund Processes

In response to these persistent issues, ACCCIM president Datuk Ng Yih Pyng has proposed modernising Malaysia's tax refund architecture. Suggestions include adopting practices from regional countries, which could involve implementing shorter refund timelines, establishing firm processing deadlines, automatically compensating businesses with interest for delayed refunds, and developing a more flexible estimation system to prevent overpayments in the first place.
