However, the successful implementation and broader rollout of this program are significantly impeded by the unavailability of land. To address this, state governments are being actively encouraged to allocate unused land or land currently designated for government facilities. The proposal involves a land borrowing period of approximately five years, a timeframe intended to allow for substantial project development and participant engagement.

The Northern Corridor Economic Region (NCER) is currently piloting the IPR-Intan project across five farms, collectively spanning 42.49 hectares. These pilot farms are strategically located in Perak, Perlis, and Kedah. This project is designed to generate employment opportunities for 175 individuals from the B40 group, as well as those classified as poor and hardcore poor. Participants are projected to achieve a minimum monthly income of RM2,000, a figure intended to facilitate their exit from poverty.

The agricultural output from these five farms is anticipated to exceed 2,100 tonnes of produce, including crops such as chilli, sweet corn, and eggplant. The projected market value for this yield is estimated at over RM29 million. A crucial aspect of the initiative's design is the pre-establishment of broad market channels for these selected crops. This proactive market securing aims to shield participants from the volatile risks associated with fluctuating product prices, thereby ensuring a more stable income stream.
