The government's decision to enact a 'restriction of movement order' is based on the Prevention and Control of Infectious Diseases Act 1988 and the Police Act 1967. The primary objective is to prevent the further spread of new infections and protect the public.
Business and Service Operations

During the period of the movement control order, all business premises are required to cease operations. Exceptions are made for essential services, including supermarkets and grocery stores that supply daily necessities. Government and private sector premises will also be closed, with the exception of critical sectors such as utilities, telecommunications, transport, banking, health services, pharmacies, ports, airports, sanitation, and food supply chains.
Travel and Educational Institutions

The order also prohibits all Malaysians from travelling abroad, and no tourists or foreign nationals will be permitted entry into the country. Malaysians returning from overseas are mandated to undergo a 14-day self-quarantine. Furthermore, all childcare centres, government and private schools, boarding schools, international schools, tahfiz centres, and other educational institutions at all levels, including vocational training centres, will be closed nationwide.
