The passenger service charge (PSC) for international Asean departures has been revised, with rates now standardised into a single international departure PSC. The new rate for Asean departures from Kuala Lumpur International Airport (KLIA) Terminal 1 is RM73, while departures from KLIA Terminal 2 and other airports will be subject to a RM50 charge. This unification replaces the previous separate categories for Asean and non-Asean international destinations.
Standardisation of International Departure PSC

Previously, a distinct and lower PSC rate was applied specifically to Asean destinations. However, these have now been consolidated into a single international departure PSC structure. This change means that Asean travel is no longer treated as a separate, lower-cost category for this particular charge.
Revised Rates for KLIA Terminal 1 and Other Airports

For passengers departing from KLIA Terminal 1 to Asean countries, the updated PSC is RM73. This rate aligns with the PSC for non-Asean international departures from the same terminal. For departures from KLIA Terminal 2 and all other airports across Malaysia to Asean destinations, the revised PSC stands at RM50.
Previous Asean PSC Rate

Prior to this revision, the PSC for passengers travelling to Asean destinations was RM35. This rate has now been superseded by the new, unified international departure PSC structure. The Malaysian Aviation Commission (Mavcom) confirmed that these revised PSC rates are applicable from June 1, 2024, to December 31, 2026, as part of the First Regulatory Period.
