Annual Allocation for Village Wellbeing Grants

The Rural Development Ministry is allocating RM100 million annually for grants aimed at enhancing the wellbeing and happiness of villages. These grants are currently restricted to villages located in Pakatan Harapan (PH) states, with plans to study mechanisms for disbursing funds to villages in opposition-held states.
Grant Eligibility and Scope

Out of approximately 16,418 villages nationwide, 10,000 are slated to be eligible for these grants. However, villages in Kelantan, Terengganu, Pahang, Sarawak, and Perlis are presently excluded from this program. The ministry is undertaking a study, estimated to take up to a month, to determine how to extend these grants to villages in opposition-controlled states.
Restructuring Village Management

This initiative is part of a broader effort by the ministry to restructure the village management system, with the overarching goal of fostering the development of rural communities and their economies. The existing Village Development and Security Committee system is being rebranded and will now be known as the Village Community Management Council.
Council Structure and Remuneration

The newly formed Village Community Management Council will comprise a chairman, a secretary, and 13 members drawn from within the village. The chairman is responsible for applying for the grant on behalf of the village, with an individual annual limit of RM10,000. Council members will receive a monthly allowance of RM500 for the chairman and RM300 for the secretary, in addition to RM100 per meeting attended and RM50 per council meeting attended.
Governance and Policy Oversight

While issues concerning the nomination, changeover, and termination of council members will fall under the purview of their respective state governments, the Rural Development Ministry will retain control over the management policies for these councils. A key directive is that 30 per cent of the council's members must be women, aligning with a commitment to women's empowerment. The new council system is designed to function as a conduit for two-way communication between villages and authorities, facilitating more efficient development processes. The Rural Development Institute will also provide leadership training and administration programmes for council members.
