The Asean Clean Tourist City Standard evaluates cities using seven indicators: environmental management, cleanliness, waste management, green spaces, urban beautification, tourism infrastructure, and health, safety and security. Former councillor Karambir Singh said the award is granted only after evaluators assess the city against specific criteria, which is part of why he cautions against dismissing the recognition outright.

Yussof Chai described complaints such as overflowing rubbish bins, clogged drains, overgrown grass, and delayed maintenance as recurring issues that have persisted for years despite feedback. He also said there is a tendency for responsibility to be shifted between agencies when problems arise, and he framed enforcement as a weak link—arguing that laws and regulations matter only if they are enforced consistently and firmly.
Outsider perceptions and long-running environmental planning are cited as strengths
Karambir Singh acknowledged resident frustrations but said perceptions can differ based on individual experiences, noting that visitors from other parts of Malaysia often describe Miri as one of the cleaner cities they have visited. He also linked part of Miri’s progress to decades of environmental planning under Local Agenda 21 (LA21), including river conservation efforts, waste reduction campaigns, recycling programmes, and public awareness on sustainable living.
