Penang Water Supply Corporation (PBAPP) chief executive officer K. Pathmanathan stated that water should be restored for 197,025 consumers in Seberang Perai, including Butterworth and Perai, within 48 hours of the shutdown. The Sungai Dua Water Treatment Plant (WTP) will be temporarily shut down on January 10 to facilitate major valve replacement and maintenance at 22 other locations across the state.
Significant Leakage Necessitates Valve Replacement

The primary reason for the scheduled water disruption is the significant leakage from two 1,200 control valves at the Sungai Dua WTP. These valves are critical components of the water treatment process, and their current state poses a risk of failure. Pathmanathan indicated that these valves could potentially burst at any time if they are not replaced, which would lead to a more severe pipe burst incident.
Restoration Timeline for Affected Consumers

PBAPP anticipates that a majority of the remaining consumers, totalling 495,065 across Seberang Perai and the island, will have their water supply restored by the third day of the disruption. Consumers in areas such as George Town, Bayan Baru, the Bayan Lepas Free Industrial Zone, and Penang International Airport are expected to receive water within 72 hours. By the fourth day, water supply is projected to resume for 99 per cent of all affected consumers in Penang, with the remaining 1 per cent, typically located at the end of the line or at higher elevations, being addressed on a case-by-case basis.
Preparations and Broader Maintenance Works

The physical repair and maintenance works are scheduled to take 24 hours, but the normalisation of water supply to consumers will take longer due to various factors, including the refilling of reservoirs and the pressurisation of approximately 6,200km of underground pipelines. PBAPP will proactively fill all reservoirs, including the two dams on the island and various tanks, with treated water two days prior to the shutdown. In addition to the critical valve replacement at Sungai Dua, maintenance will be conducted at 22 other locations throughout Penang.
