Notably, communication-capable wearables, including smartwatches, are also included. This means that holding a smartwatch in one's hand while driving would be treated with the same gravity as holding a mobile phone, even if the smartwatch is not being actively tapped or swiped.
Enforcement and Existing Penalties

The proposed changes will empower Traffic Police with enhanced enforcement capabilities. They will be able to utilise camera footage, along with photos and videos submitted by the public, to identify and penalise offenders. This expansion of enforcement tools is expected to improve the detection rate of such violations. Currently, penalties for holding and using a mobile communication device while driving include fines of up to S$1,000 or six months' imprisonment for first-time offenders, and up to S$2,000 or 12 months' imprisonment for repeat offenders. The offence carries 12 demerit points, with additional penalties for violations occurring in sensitive areas like school zones, silver zones, and Friendly Streets.
