A global survey on corruption has revealed that 27% of respondents reported paying a bribe to a member of a public service or institution within the last 12 months. This figure indicates a stagnation in improvement compared to previous surveys conducted by Transparency International.
Bribe Paying Levels Remain High

The findings from Transparency International's Global Corruption Barometer 2013, which surveyed 114,000 individuals across 107 countries, highlight persistent high levels of bribe-paying globally. This statistic has shown no improvement from earlier assessments, suggesting that efforts to curb such practices have not yielded significant positive changes.
Perceived Deterioration of Anti-Corruption Efforts

Respondents also indicated a belief that anti-corruption measures have worsened since the onset of the global financial crisis in 2008. The survey noted a decline in the public's perception of government effectiveness in combating corruption, with the percentage of those viewing efforts positively falling from 31 per cent prior to the crisis to 22 per cent in the current survey.
Growing Resistance to Bribery

Despite the high incidence of bribe-paying, the survey also identified a growing willingness among citizens to resist corruption. Two-thirds of individuals who were solicited for a bribe reported refusing to pay, signaling a significant segment of the population actively combating the abuse of power and bribery.
Trust in Institutions and Regional Trends

The survey further indicated that people place the least trust in institutions designed to protect them, such as the police, judiciary, and political parties. Regionally, eight out of the ten countries with the highest bribery rates are located in Africa. Specifically, 36 countries identified the police as the most corrupt institution, while 20 countries pointed to the judiciary, and 51 countries viewed political parties as the most graft-ridden.
