These individuals were likely targeted because they may have had existing permit issues, suggesting the syndicate's agents might have been operating near immigration offices, such as the Putrajaya Immigration Office.
PBPM Denies Issuance and Lodged Police Reports

The Ex-Policemen’s Association of Malaysia has categorically denied issuing any such VVIP cards. Dr Hassan Yusoff, the association's president, confirmed that PBPM had not authorised the distribution of these cards and condemned the syndicate for misusing the association's name. In response to the fraudulent activities, PBPM has reported the matter to the police, with branches in six states having already filed official reports. PBPM also lodged a report at the Dang Wangi police headquarters on Monday.
