Seventeen per cent of Malaysians supported laws that follow Islamic principles but do not strictly follow the Quran.

That figure came from a representative survey of Malaysian Muslims and non-Muslims. In Malaysia, 17 per cent of the total population said laws in the country should follow the values and principles of Islam but not strictly follow the teachings of the Quran.

The survey asked people to choose between three positions on national law and the Quran. For Malaysia, 52 per cent said laws should strictly follow the teachings of the Quran, 17 per cent chose the middle position on Islamic values and principles, and 17 per cent said laws should not be influenced by the Quran.

That leaves the middle category at 17 per cent of the total population surveyed in Malaysia. The survey was part of the Spring 2015 Global Attitudes Survey and included a representative sample of Malaysian Muslims and non-Muslims.
Among Malaysian Muslims, the figure was 16 per cent

When the results were broken down by religion, 16 per cent of Muslims surveyed in Malaysia said laws should follow the values and principles of Islam but not strictly follow the Quran. In the same group, 78 per cent said laws should strictly follow the teachings of the Quran, 4 per cent said laws should not be influenced by it, and 2 per cent did not know.
The survey covered 10 Muslim-majority countries

Malaysia was one of 10 Muslim-majority countries in the survey, alongside the Palestinian territories, Pakistan, Jordan, Turkey, Senegal, Indonesia, Burkina Faso, Lebanon and Nigeria. The Malaysia sample was described as representative of both Muslims and non-Muslims, which is why the 17 per cent figure reflects the total population surveyed rather than Muslims alone.
The question used three clear choices

Respondents were asked which view came closest to them: laws should strictly follow the Quran, laws should follow Islamic values and principles but not strictly the Quran, or laws should not be influenced by the Quran. In Malaysia, the second option was selected by 17 per cent of respondents overall and 16 per cent of Muslim respondents.
