Contract Award and Evaluation Process

Despite the initial high proposal, KCJ Engineering Sdn Bhd did not immediately secure the contract. The company initially failed the Finance Ministry's evaluation for the project. However, after undergoing a second evaluation process, KCJ was eventually awarded the contract for the road construction from Felda Bukit Jalor to Gemas, Negeri Sembilan, with a revised and final value of RM62 million.
Payment and Project Status

Payments made by the government to KCJ for the RM62 million project, which falls under the purview of the Public Works Department (JKR) Negeri Sembilan, were reported to be based on the project's progress. Between March 2022 and February 2023, more than RM24.3 million was paid to KCJ, including an advance payment of RM10 million, which is permissible up to 25 per cent of the contract value for JKR-supervised projects.
