The Public Works Department (JKR) Negeri Sembilan director, Datuk Wan Hasnan Wan Musa, testified that such advance payments are permissible for government projects under JKR's purview. The crucial condition for disbursing this advance is that JKR must possess the necessary financial allocation to facilitate the payment.

In the case of KCJ Engineering Sdn Bhd, which was awarded a RM62 million contract for a road project in Negeri Sembilan, an advance payment of RM10 million was made. This payment adhered to the established policy, indicating that KCJ had applied for and met the prerequisites for receiving such an advance, provided JKR had the funds available.

Wan Hasnan further clarified that the payments made to KCJ, including interim payments for project progress and the RM10 million advance, were based on the work completed and progressed. He confirmed that there was no interference from the Prime Minister's Office or any other government entity regarding these payments during the period from March 2022 to February 2023.
