New regulations concerning Singapore permanent residents (PRs) who are overseas without a valid Re-Entry Permit (REP) will come into effect on December 1, 2025. Under these updated rules, PRs will be granted a grace period of 180 days to apply for a REP if they find themselves outside of Singapore without a valid permit, before their permanent resident status is rescinded. This adjustment is part of the broader, phased implementation of the Immigration (Amendment) Act 2023.
180-Day Application Window Introduced

Previously, Singaporean PRs leaving the country without a valid REP were considered to have immediately forfeited their status, although a one-month window for reinstatement applications was sometimes managed with flexibility by the Immigration & Checkpoints Authority (ICA). The forthcoming changes establish a clear 180-day period during which individuals must submit their REP application after being abroad without a valid REP. Failure to do so will result in the loss of PR status.
PR Status Maintained During Grace Period

During the 180-day grace period, individuals will continue to be recognised as PRs. They will also be permitted to re-enter Singapore using a Single-Entry Pass, even if their REP has expired. This provision allows for a period of assessment and application without immediate loss of status.
Consequences of Non-Compliance

If a PR's REP application is not approved or if it is not submitted within the stipulated 180-day deadline, their permanent resident status will be terminated. In such cases, there will be no further recourse for reinstatement of their PR status. The Ministry of Home Affairs (MHA) has indicated that further details regarding updated Entry Permit conditions for all PRs will be made available on the ICA's website from December 1, 2025.
