Sabah Pan Borneo Highway Phase 1B is currently targeted for completion in the fourth quarter of 2028. This phase, which encompasses 19 work packages, has achieved 13.56 per cent completion to date. Intensive work on Phase 1B only commenced recently following the resolution of land acquisition matters between the federal and state governments.
Project Progress and Challenges

Phase 1A of the Sabah Pan Borneo Highway, comprising 16 work packages, has reached 86.6 per cent completion and is anticipated to be fully finished by the first quarter of 2027. However, a significant number of work packages across the project have experienced delays. The Deputy Minister of Works, Datuk Seri Ahmad Maslan, identified unpredictable weather, land acquisition complexities, utility relocation hurdles, and contractor performance on-site as contributing factors to these setbacks.
Financial Penalties for Delays

In response to the delays, the government has imposed a Liquidated Ascertained Damages (LAD) penalty amounting to RM31.8 million on two contractors. This penalty is a consequence of 23 work packages falling behind their original schedules. The Ministry of Works acknowledges the public's concerns regarding the repercussions of these delays on mobility, logistics expenses, and the state's economic development.
Mitigation Measures for Road Users

To alleviate the impact on road users, the Ministry of Works has enhanced routine maintenance efforts, including repairs to damaged road sections. Contractors are now mandated to implement more effective Traffic Management Plans. Furthermore, completed sections of the highway will be opened ahead of schedule to serve as alternative routes, thereby easing traffic congestion without awaiting the full completion of an entire phase.
