The Energy Commission (ST) has confirmed that both domestic consumers and non-domestic consumers classified as micro, small, and medium enterprises (PMKS) utilising the low voltage commercial tariff are exempt from the ICPT surcharge. This measure ensures that these groups will not experience any upward adjustment in their electricity bills during the first half of 2023.
Government Subsidy Allocation

To maintain stable electricity tariffs for these exempted groups, the government is providing a subsidy amounting to RM212.20 million. This significant allocation is intended to cover the increased costs associated with power generation over the six-month period, thereby preventing any tariff hikes for the affected consumers.
Reason for ICPT Review

The ICPT review for the period of July 1 to December 31, 2022, indicated an increase in fuel and electricity generation costs by an estimated RM292.05 million. This rise, equivalent to an ICPT surcharge of 10.04 sen per kilowatt hour (kWh), is attributed to global energy market fluctuations, specifically the increased costs of diesel fuel, medium fuel oil (MFO), and natural gas, which are beyond the government's direct control.
Non-Exempted Consumers

While certain groups are protected from tariff increases, other non-domestic consumers in Sabah and Labuan, including commercial and industrial entities, will be subject to the full ICPT surcharge. These consumers will be charged at the rate of 10.04 sen per kilowatt hour (kWh) for the specified period, reflecting the actual increase in generation costs.
