Sungai Besi Expressway Selected for First Multi-Lane-Fast-Flow Proof of Concept

The Sungai Besi Expressway, also known as Besraya, has been designated as the site for the inaugural Multi-Lane-Fast-Flow (MLFF) Proof of Concept (POC). This initial test is scheduled to commence by the end of October 2023. The implementation will integrate both Radio Frequency Identification (RFID) and Automated Number Plate Recognition (ANPR) technologies.
Technology Integration for Barrier-Free Tolling

The forthcoming MLFF POC at Besraya will employ a combination of RFID and ANPR technologies. This integrated approach is designed to facilitate a barrier-free highway tolling system, enabling tolls to be collected without requiring vehicles to reduce their speed. The decision to utilise this specific technological combination was reached after thorough study and deliberation by the MLFF Technical Committee, alongside insights from the Value Assessment Lab and Value Engineering Lab, which involved various technical agencies. This dual-technology system mirrors global implementations of MLFF.
Evaluation of MLFF Gantry Efficiency

The proof of concept phase will involve the erection of full-scale MLFF gantries. These installations will serve as the primary means to evaluate the operational efficiency of the MLFF front-end gantries against the key performance indicators established by highway operators. This evaluation is a critical step in assessing the viability and effectiveness of the proposed barrier-free tolling infrastructure.
Broader Transition and Open Payment Systems

As part of the wider transition towards MLFF, the Works Ministry has announced plans for 11 highways to adopt an open payment system. This initiative will offer highway users the flexibility to pay tolls using credit and debit cards, in addition to the existing Touch 'n Go option. Each of these participating highways will designate at least one lane to accommodate these alternative payment methods. The ministry has allocated RM3.46 billion with the overarching objective of achieving full MLFF implementation by the third quarter of 2024.
