Programme Focus on Hardcore Poor Eradication

The BMTKM, initiated by the Economic Planning Unit (EPU) under the Prime Minister’s Department, aims to address and alleviate abject poverty within Sabah. This programme is designed to provide tailored assistance to heads of hardcore poor households, with support matched to their preferred professions. For instance, in Kampung Penimbawan, participants have indicated interests in continuing as fishermen, venturing into stingless bee honey production, raising chickens and ducks, or becoming sundry shop operators.
National Goal for Zero Hardcore Poor

Nationally, the government has set a target to declare Malaysia a zero-hardcore poverty country by the end of 2025. This initiative is a key component of the Federal 2022 Budget. As of April 15, Malaysia recorded 196,640 family heads in the hardcore poor category, with Sarawak having the highest number at 58,611, followed by Sabah with 31,598.
Expansion Plans for BMTKM

Beyond the initial ten villages, an additional 20 villages in Sabah are slated to be included in the BMTKM through its second and third phases later this year. The federal government's broader objective is to implement the BMTKM across 1,000 localities nationwide within the next three years. The definition of hardcore poor households (KIRT) is established for those with a total monthly household income below RM1,200.
