Expansion of Sectoral Eligibility

Previously, permits for employers were primarily focused on the construction, agriculture, manufacturing, plantation, and specific services subsectors. These services included restaurants, cargo, wholesale, retail, cleaning, and laundry. The recent agreement allows for the extension of these permits to encompass "other sectors," broadening the opportunities for employers to hire from the undocumented workforce.
Age Eligibility and Pass Extensions

Further relaxations within the RTK programme include an increase in the age eligibility for applicants. The minimum age remains 18, but the maximum age has been raised from 45 to 49 years. Additionally, the programme now accommodates individuals whose long-term visit passes have expired, providing another avenue for legalisation.
Quota Allocation and Registration Data

Under the revised RTK programme, 70 per cent of quota approvals will be directly granted based on applications that pass verification screening by the enforcement division. The remaining 30 per cent will be determined by the Department of Labour Peninsular Malaysia (JTKSM). Since its inception on November 16 last year, the RTK programme has seen 14,788 employers and 255,909 foreigners register, primarily within key sectors such as construction, plantation, manufacturing, agriculture, and mining and quarrying.
