Services made up the rest of the 94% combined share
The services sector recorded value added of RM60.8 billion in 2025, up from RM58.4 billion in 2024. This represented services growth of 4.1%, and it included a 5.6% increase in wholesale and retail trade, food and beverage, and accommodation, alongside a 2.7% expansion in utilities, transportation and storage, and ICT.
Other sectors accounted for the remaining 6% of GDP
Outside the combined 94% from manufacturing and services, the construction sector contributed 3.3% to Penang’s GDP in 2025. Agriculture contributed 1.7%, while mining and quarrying contributed 0.1%.
