A government auditor, Nor Salwani Muhammad, aged 52, preserved a final draft copy of the 1Malaysia Development Berhad (1MDB) audit report while it was under the custody of the National Audit Department (NAD). She had been instructed to destroy all copies of the report, but she kept one copy, marked with watermark '09', to be passed on to the subsequent Auditor-General. This preserved copy was later handed over to the Malaysian Anti-Corruption Commission (MACC) in November 2018.
The Preservation of Watermark 09

The draft report, identified by watermark '09', was intended to be destroyed in 2016 to prevent information leakage to the media, a directive issued by the then Auditor-General Tan Sri Ambrin Buang. Nor Salwani, who served as the coordinator for the NAD's special audit team on 1MDB, retained this specific copy. Her intention was to provide it to Tan Sri Madinah Mohamad, who took over as Auditor-General on February 23, 2017. Nor Salwani formally handed over the report with watermark '09' to Madinah on March 16, 2017.
Distribution and Destruction of Report Copies

A total of 60 copies of the 1MDB audit report were printed, each with unique watermarks from 01 to 60. On February 22, 2016, Nor Salwani collected 10 copies (marked 07-10) from the Chief Government Security Office (CGSO). The first six copies, watermarked 01 to 06, were given to Tan Sri Ambrin Buang. He subsequently distributed these to several key individuals: copy 01 to then prime minister Datuk Seri Najib Razak, copy 02 to Najib's principal private secretary Tan Sri Shukry Mohd Salleh, copy 03 to himself, copy 04 to then chief secretary to the government Tan Sri Ali Hamsa, copy 05 to then Attorney-General's Chambers officer Tan Sri Dzulkifli Ahmad, and copy 06 to 1MDB's then CEO Arul Kanda Kandasamy. Following orders for destruction, copies 07, 08, and 10 were destroyed, as were the remaining 50 copies that were held separately.
Unreturned Copies and Subsequent Legal Proceedings

Copies numbered 01, 02, 04, 05, and 06 were not returned by their recipients to the NAD for destruction. Nor Salwani is appearing as the fifth prosecution witness in the joint trial of Najib and Arul Kanda, who are accused of tampering with the Auditor-General's 2016 report on the 1MDB audit. Court testimony revealed that an "upset" Najib had instructed a meeting on February 22, 2016, to discuss the removal of content from the report. A meeting held on February 24, 2016, attended by Arul Kanda, Shukry, and other officials, led to the deletion of four significant items from the report. The report discussed in that meeting was the same version that Nor Salwani had preserved.
