The government has been ordered to pay Prestariang SKIN Sdn Bhd (PSKIN) RM231.55 million following the termination of the National Immigration Control System (SKIN) project. This termination was announced in November 2018 by the then-home minister, Tan Sri Muhyiddin Yassin, under the Pakatan Harapan administration. The High Court ordered the payment after PSKIN filed a legal claim for RM732 million.
High Court Orders Payment for Terminated Project

The High Court awarded PSKIN a sum of RM231,549,002.90, along with post-judgment interest of 5 per cent per annum calculated from the date of judgment until full satisfaction. Additionally, the government was ordered to pay RM80,000 in costs, subject to allocatur fees. This judgment was delivered by High Court Judge Datuk Seri Latifah Mohd Tahar after the parties concluded their submissions.
Background of the SKIN Project

PSKIN had secured a 15-year concession on August 9, 2017, to develop and maintain a new immigration and border control system for the Immigration Department of Malaysia. This system was intended to replace the existing Malaysian Immigration System (MyIMMS), which dates back to the 1990s, by incorporating enhanced functionalities. The total value of the concession agreement was approximately RM3.5 billion over the 15-year period, with PSKIN responsible for the entire capital expenditure.
Reasons for Termination

The Pakatan Harapan administration decided to terminate the RM3.5 billion SKIN project, which was being developed for the country's border control. At the time of the announcement in November 2018, then-home minister Tan Sri Muhyiddin Yassin stated that the decision was made to allow for the development of a more comprehensive, effective, and user-friendly system. The project had been approved by the previous Barisan Nasional administration and was under review by the Ministry of Finance following the change in government.
