A significant portion of Malaysian businesses are either unaware of Development Financial Institutions (DFIs) or, despite being aware, have not yet applied for financing from them. Survey findings indicate that 50.6 per cent of respondents lacked awareness of these institutions, while an additional 45.9 per cent were aware of DFIs but had never sought funding. This points to a dual challenge: increasing general knowledge of DFIs and addressing specific barriers that prevent engagement even among those who are informed about their existence.
Barriers to Application Among Aware Businesses

While many businesses are aware of DFIs, they have not applied due to several significant obstacles. High interest or financing costs and lengthy approval processes were cited as the most substantial barriers, with 44.5 per cent of respondents highlighting these issues. This suggests that even when businesses know about DFIs, the perceived cost and complexity of the application process deter them from proceeding.
Lack of Awareness Hinders DFI Utilisation

A substantial segment of businesses remains entirely unaware of the existence of Development Financial Institutions. This lack of fundamental knowledge prevents them from even considering DFIs as a potential source of capital. Consequently, alternative financing channels, including conventional banks, family or shareholders, and government-backed schemes, continue to be the primary sources of funding for most respondents.
Perceptions of DFIs Remain Mixed

Despite the low application rates among aware businesses, perceptions regarding the financing terms and rates offered by DFIs are generally positive. A majority of respondents viewed these terms as favourable. However, when it comes to accessibility, responsiveness, and approval speed, more than half of the businesses surveyed expressed neutrality, indicating a lack of strong confidence in these operational aspects of DFIs.
