Allegations of Misappropriation for Unsuitable Programs

The RM9.1 million in question was allocated with the stated aim of alleviating poverty within the Indian community. However, Charles Santiago has alleged that a significant portion was funnelled to the Social Strategic Foundation (SSF) to conduct online classes for underprivileged Indian students during the Covid-19 pandemic. Santiago contends that this initiative was nonsensical, given that the target students often lack access to essential resources such as laptops and reliable internet connectivity. He further pointed out that SSF is primarily a research centre with no prior experience in educational program delivery, questioning the rationale behind its involvement.
Minister's Denial of Control Over Allocations

National Unity Minister Datuk Halimah Mohamed Sadique has stated that she does not have direct control over Mitra's fund allocations. She indicated that prior to June 30, all grant approvals were managed by the former director-general, Magalingam Maniam, who was appointed in 2018 by Senator P. Waytha Moorthy. According to Halimah, following the conclusion of Maniam's contract, two committees composed of civil servants are now responsible for the evaluation of Mitra's grant applications.
Concerns Over Underspending and Past Deficits

Beyond the RM9.1 million disbursement, Halimah also brought attention to Mitra's broader financial situation. She revealed that the unit has not been utilising its full RM100 million annual allocation for the past two years, citing outstanding debts as the reason for this underspending. Halimah suggested that former minister P. Waytha Moorthy should provide an explanation for this deficit.
Former Minister's Response and Call for Investigation

Senator P. Waytha Moorthy has denied any misuse of funds during his tenure as minister. In response to the allegations and the concerns raised about Mitra's finances, Waytha has suggested that Halimah should join him in lodging a report with the Malaysian Anti-Corruption Commission (MACC) to thoroughly investigate the matter and ascertain the facts.
