State Opposition leaders are employing a narrative that attributes failures within their state-controlled governments to the federal administration and Prime Minister Datuk Seri Anwar Ibrahim, according to Segambut MP Hannah Yeoh. This strategy, Yeoh contends, serves to divert public attention from the Opposition's own shortcomings in managing state-level issues, such as the persistent water problems observed in Kelantan and other states. The Opposition, she claims, is deliberately highlighting national concerns like the rising cost of living and criticising federal initiatives, such as the Rahmah initiatives designed to support the B40 and hardcore poor, to distract from their inability to resolve fundamental local problems.

The argument put forth by Yeoh suggests that this "PMX narrative," which frames the unity government's alleged failures as the cause of state-level problems, is a deliberate tactic to obscure the failures of the states themselves. This approach aims to make voters forget the specific shortcomings of the states they govern, thereby preventing them from holding their state representatives accountable. Yeoh further advised that voters possess the power to enact change by electing different state assemblymen if their current representatives have failed to address their needs over their tenure.

This perspective was echoed by Bersih chairman Thomas Fann, who observed a public confusion regarding the potential for federal government changes following state elections. Fann stressed that state election outcomes do not precipitate changes at the federal level and urged voters to concentrate on the local candidates and their performance over the preceding five years. He cautioned against allowing candidates to use national issues or blame Anwar as a means to evade responsibility for their own failures. Fann also noted that the recently enacted anti-party hopping law provides greater stability against government toppling.

Conversely, PAS Youth Exco member Nazrul Nazir argued that the failures of the federal government inevitably reflect on the states, particularly given the unity government's relatively recent formation. Nazrul posited that because the state elections are occurring so closely after the general election, federal government actions and decisions will naturally have a bearing on the states. He also claimed that Anwar's Cabinet has not fulfilled its promises, suggesting that the unity government might face losses in the state elections as a consequence of these unfulfilled commitments.
