Payments made to the original contractor amounted to RM5.57 million before a termination notice was issued due to the contractor's failure to complete the project on time. A bailout contractor eventually completed the remaining works in May 2022, with an adjusted contract value significantly higher than the original award.
Land Lease Agreement Deficiencies Hinder Revenue Collection

The absence of land lease agreements has directly impacted revenue returns and exposed Lada to the risk of land loss. A prime example is the St. Regis Langkawi hotel, where no land lease agreement was signed for Plot 1, resulting in the non-receipt of RM660,000 in annual lease revenue since February 2018. Furthermore, the land lease rate for Plot 2 remained unfinalised as of December 31, 2022, despite the hotel operating since 2016. The Audit Department estimated RM3.19 million in uncollected land lease payments for Plot 1 alone.
Investment Projects Face Ownership and Financial Challenges

Other investment projects have also encountered significant hurdles. The Tok Senik Resort Village project, intended to showcase Malay culture, has been complicated by Lada's failure to register its promised 30% shareholding worth RM8.3 million. The investor company has been unable to make the agreed-upon cash lease payments, leading to a deadlock that was unresolved even by 2010. Additionally, the 1Malaysia Restaurant (R1M), completed in 2014, ceased operations in 2018 due to persistent losses and has since been subjected to vandalism.
Broader Management and Operational Weaknesses Identified

Beyond specific projects, the Auditor-General's report highlighted broader issues such as high rent arrears and weak property management in terms of operations and maintenance. The report also noted instances of property ownership outside of Lada's designated area, which require attention. These systemic weaknesses in management and operations have contributed to the overall unsatisfactory performance in property development, impacting Lada's ability to effectively boost tourism and generate revenue.
