MOE is building 2,596 IBS modular classrooms to prepare for the 2027 intake of two Year One cohorts.

The ministry is stepping up for a larger Year One intake in 2027, when both six-year-old and seven-year-old children will be registered. Current figures show 478,419 applications in total, a 12.07 per cent increase compared with 2026, when only the seven-year-old cohort was involved.
The 2027 intake is much larger than the 2026 cohort
MOE has received 73,386 applications from six-year-old children and 405,033 from seven-year-old children for the 2027 school session. That combined figure of 478,419 is the basis for the ministry’s preparations.
The classrooms are part of a wider readiness plan
The new classrooms are one of several measures being taken ahead of the dual-cohort intake. MOE is also recruiting 3,150 contract of service teachers to meet the expected needs of the school system.
The projects will use the IBS modular method
The 2,596 classrooms will be built using the Industrialised Building System modular method across 838 schools. The projects are expected to be completed this year.
MOE is also expanding pre-school access and teacher planning
Wong Kah Woh said the ministry has added 350 pre-school classes this year, up from about 150 classes annually before, to widen access, especially for B40 families. He also said MOE has a five-year projection on teacher requirements at national and state levels, alongside reserve candidates from the Education Service Commission.
