The Shah Alam City Council (MBSA) had incorporated the construction of pedestrian walkways connecting LRT3 stations to adjacent developments as a condition for planning approvals granted from 2019 onwards. For instance, Prasarana Malaysia Bhd was required to build a covered pedestrian walkway linking Dato’ Menteri Station to the Shah Alam Convention Centre (SACC), Kompleks PKNS, and the Maybank building. Similar stipulations were imposed on other developers like PKNS, Nexus Pace Sdn Bhd, and Starhill Century Sdn Bhd to ensure a comprehensive pedestrian network.
Stadium Shah Alam Station Links Undergoing Upgrades

At the Stadium Shah Alam Station, Prasarana was mandated to establish pedestrian walkways connecting Jalan Lontar Peluru 13/39 to Jalan Tukul Besi 13/41 and along Persiaran Sukan near Management and Science University (MSU). The existing walkway from Jalan Tukul Besi 13/41 to the temporary car park also required an upgrade. These conditions extended to developments involving MSU Aset Sdn Bhd, PKNS, Fernline Corporation Sdn Bhd, Moripark Sdn Bhd, and Lebaran Prospek Sdn Bhd.
Phased Construction Led to Delayed Infrastructure Completion

Many of the developments situated within a 400 to 600-meter radius of stations, including Dato’ Menteri Station, were on privately owned land. While these lands received planning permission, it was contingent upon the provision of pedestrian walkways and road enhancements. However, the phased execution of these projects meant that significant portions were still under construction during the LRT3's operational launch, leaving some pedestrian facilities incomplete or not yet brought up to standard.
MBSA and Selangor Government Mandate Expedited Completion

In response to these issues, MBSA is undertaking immediate measures, including the construction of a 200-meter pedestrian walkway linking Stadium Shah Alam Station to a key junction within a month, and is appointing a contractor to upgrade the link between Persiaran Akuatik and Aeon Mall Shah Alam. Furthermore, the Selangor government has directed Prasarana and developers to complete all outstanding pedestrian infrastructure, with Prasarana given two months to finalise the link at Dato’ Menteri station and developers urged to expedite their respective projects. MBSA will not accept the handover of any infrastructure until all construction is fully completed according to approved plans.
