These economic zones are expected to attract new investment and activity, potentially revitalising the project where approximately 9,000 residents currently reside. While interest in the 5,000 unsold units has been described as lacklustre, with sales averaging two to three units per month, the developer remains hopeful.
Developer Faces Substantial Debt Burden

The principal developer, Country Garden, is grappling with a significant debt crisis, having accumulated total liabilities amounting to US$194 billion (RM909 billion) by the end of 2022. This financial strain has raised concerns regarding the future outlook for Forest City and other projects undertaken by the company in Malaysia. Earlier in August, Country Garden reportedly missed two coupon payments totalling US$22.5 million, underscoring the depth of its financial difficulties.
Strategic Incentives Underpin Future Development

In response to these challenges, Prime Minister Datuk Seri Anwar Ibrahim announced the establishment of an SFZ in Forest City, complete with incentives such as multiple entry visas and preferential income tax rates. This was followed by a joint announcement with Singaporean Prime Minister Lee Hsien Loong regarding the Johor-Singapore SEZ, with a memorandum of understanding slated for signing in January of the following year. Forest City's management has indicated that while specific details of these zones are still being finalised, the future direction will explore opportunities in banking and technology, rather than solely focusing on real estate development. A substantial RM20 billion has already been invested in the project to date, highlighting the commitment to its continuation.
